VP / Financial Risk Officer

The Federal Home Loan Bank of Des Moines seeks a VP/Financial Risk Officer to provide oversight of the financial risk management activities of the Bank and ensure safety and soundness of the Bank as it relates to market risk management issues. This role will develop and implement the financial risk management framework to identify, measure, monitor and report the financial risks and financial performance of the Bank as well as direct the implementation of market and liquidity risk sections of the Bank’s Enterprise Risk Management Policy. 

Requirements

• Graduate degree in Economics, Finance or other quantitative field


• 5-7 years of financial risk management and financial research experience


• Significant expertise and experience in the use of derivatives in financial strategies


• Ability to evaluate and understand financial features of complex financial instruments


• Broad based knowledge and familiarity with capital markets activities such as debt issuance, derivatives and liquidity management


• Strong corporate finance background in the financial services industry, including asset/liability management, financial performance measurement, accounting and financial reporting


• Significant experience and expertise in the financial modeling, forecasting and pricing of fixed income instruments, including mortgages, mortgage backed securities, and derivative financial instruments


• Ability to work collaboratively and effectively with others including internal employees of the Bank and external regulators, agencies, etc.


• Strong organizational, interpersonal and project management skills


• Excellent verbal and written communication skills; Ability to communicate complex ideas to non-quantitative audiences and develop presentations to ensure management’s understanding of Bank’s market risk exposures
