RECORDS MANAGEMENT SECTION CHIEF


 


Established in 1959, the Inter-American Development Bank (IDB) is today the main source of multilateral financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and Technical assistance to the public and private sectors of its borrowing member countries.


The Budget and Administrative Services Department (BDA) is offering an opportunity for qualified candidates to apply for the position of Records Management Section Chief. The Person selected will be responsible for the Bank’s Records and Information Management Program, including the establishment and implementation of Bank wide document and records policies, as well as guidance, technical assistance, advice and services to Bank units concerning records organization, management, retention, disposition, and referencing materials.


PRINCIPAL FUNCTIONS


Manage all aspects of the Bank’s Records and Information Management Program (RIM), with overall responsibility for standards, procedures, security, maintenance, preservation, and disposition of all corporate records.


Manage Records and Information Management Program (RIM) systems and processes currently in place (manual and automated) and ensure that all day to day RIM issues are addressed in a timely, cost effective manner.


Ensure adequate control and storage of official corporate records, regardless of media, including those for storage and retrieval of active, inactive and permanent records; the protection of essential (vital) records, and the preservation of historically valuable records, including transfer of paper based documentation to optical media.


Work cross functionally (with other Bank departments) to bring Bank’s knowledge repository (content, knowledge and document management) into a systemized structure that can be easily accessed.


Explore opportunities for the enhancement of current systems and the development of new systems that contribute to overall value solutions (cost, quality, efficiency) in document and paper handling. Promote and foster systematic and efficient physical and electronic records management initiatives across the organization.


Assist in the development and implementation of governance policies regarding Bank information and knowledge and associated procedures.


Partner with Country Offices and other bank departments to facilitate implementation of records management policies as well as information governance policies and procedures.


Participate in knowledge-building professional activities, such as monitoring RIM list services, membership in and contribution to professional organizations, and participation in educational conferences.


Participate on special project teams as requested (e.g. matter centricity, workflow, etc).


Collaborate with department managers across the Bank to accomplish records management and information objectives.


Supervise a team of Records Management Officers, providing guidance.


Availability to provide training across the Bank on matters related to records management policies, procedures and best practices.


 


REQUIREMENTS


Education: Advanced university degree (Master’s level or higher) in a relevant field to the functions of the position.


Certification in Records Management (CRM); Enterprise Content Management (ECM); Electronic Records Management (ERM), or Certified Archivist highly preferred


Experience: Minimum eight to twelve (8-12) years relevant experience in Records Management for large organizations; to include at least one Enterprise Content Management program implementation required. Experience in international environments desirable.


Languages: Oral and written proficiency in English and at least one additional official Bank language (Spanish preferred).
