The successful candidate will join the Pricing Service Center of Northrop Grumman Information Systems. In this position the candidate will develop, analyze, evaluate, coordinate, prepare and oversee NORTHROP GRUMMAN cost proposals to government and commercial customers. The candidate will work independently on moderately complex tasks; may lead certain aspects of a task or project; and will provide training and mentoring to more junior staff members. The candidate will establish the requirements and criteria for substantiation of costs estimates to NORTHROP GRUMMAN management, customer representatives and government audit agencies. The candidate will ensure adherence to Federal Acquisition Regulations, Public Law 87-653, Truth in Negotiations Act, and NORTHROP GRUMMAN policies and procedures with regard to cost proposal preparation, review, submission and negotiations. This position is located in San Diego, CA. Experience in the following areas is required: Bachelors Degree plus minimum 10 years related experience Direct experience within Pricing and cost proposal development required Direct experience with cost volume development based on RFP interpretation Thorough understanding of the requirements of FAR,DFARS and other applicable government regulations. Strong proposal development skills, strategy development, solid negotiation background and excellent oral and written communication skills. Must be able to effectively manage competing priorities and deadlines and handle multiple tasks in a fast paced environment. Must be a team player, independent, proactive and posses excellent problem solving and organizational skills. Proficiency with a wide range of software and database applications Ability to learn and master Northrop Grumman Information Systems custom pricing software Excellent written and verbal communication skills Ability to work and interface with various levels of personnel across multiple divisions Position requires working extended hours and some extended travel (up to 10%) may be required in support of proposal activities in various locations Able to resolve moderately complex contracts or pricing issues Strong analytical and mathematical skills (learning curve knowledge a bonus)
