Federal Budget Consultant

JOB DESCRIPTION

As a Federal Budget Consultant, you will support government clients, working closely with them to provide timely and responsive value-added services and work products.  You will work along side functional and technical specialists to assist with the development, implementation, and integration of innovative financial management solutions that focus on delivering a new budget process, model, and training. Specifically, you will:



  • Focus on reengineering and automating the Federal budget process at a major federal agency.

  • Lead clients in the evaluation, documentation, development and implementation of federal budget process workflow design.

  • Participate in the software requirements documentation process and software evaluation and selection process.

  • Assist the project team to establish project workflows and manage requirements process.

  • Diplomatically guide organizational change.


 


Qualifications


Required:



  • Bachelor’s degree in finance, economics, accounting, or business administration.

  • 5+ years of federal budget government experience and Consulting experience including business process redesign and process transformation for Federal financial management in relation to budget formulation and budget execution.

  • Demonstrated experience in participating in projects that include assessment, requirements, future model design and implementation recommendations for redesigned process and systems. 

  • An understanding of budget models used to estimate the need of funding for future years.

  • Strong oral and written communications skills and well developed facilitation skills.

  • Excellent Excel and Access skills.

  • United States citizenship and ability to obtain government security clearance.


Preferred:



  • Proven ability to gather requirements for a Federal budget process on a department level, evaluating appropriate IT software options based on business requirements and making recommendations for software selection.

  • Experience in creating and analyzing Federal reports for stakeholders, such as execution plans, OMB schedules, and status of funds.

  • An understanding of OMB Circulars A-11, A-123, A-94, A-136.

  • An active DHS suitability and DISCO secret clearance is a plus.

  • Certified Government Financial Manager (CGFM) or Masters in Business Administration is a plus.


 Located in the Washington, DC/VA  metro area.
